The Central Empowered Committee (CEC) is a panel of experts, created by the Indian
Supreme Court on 9'th May, 2002.
It was asked to consider and make recommendations about Vedanta’s alumina refinery and
bauxite mine, planned in and around the Niyamgiri hills (where the Dongria Kondh, and their
neighbours the Majhi Kondh, live). The committee sent a fact-finding team to the area to
investigate.
On 21st September 2005, the committee presented a report to the Supreme Court, covering
issues about the refinery and the mine.
The committee recommended that mining in Niyamgiri should not be allowed, and that
were it not for administrative peculiarities the refinery may never have been allowed
to be built.
New Task: Central Empowered Committee (CEC) appointed by the Supreme Court pertaining to illegal mining in forest areas, especially in Bellary district.
It presently comprises of the following six members:

- Mr. Mahendra Vyas, Member
- Mr. M.K. Muthoo, Member
- Mr. S.K. Patnaik, Member
